Unmetered Bandwidth Policy
ServerAstra provides high-capacity, multihomed network connectivity for dedicated servers, virtual private servers, cloud infrastructure, and custom hosting solutions.
Our network is designed to accommodate sustained high-volume traffic while providing flexible service levels, predictable billing, and reliable connectivity.
We offer three bandwidth service classes:
- Unmetered Volume - Economical, shared high-volume connectivity.
- Unmetered Premium - Prioritized connectivity with dedicated capacity allocation and greater network headroom.
- Unmetered Premium Ultra - Individually reserved bandwidth across contracted transit providers.
Each service class has distinct capacity management, traffic priority, and performance characteristics.
1. Network Infrastructure
ServerAstra operates a multihomed network using multiple international IP transit providers, Internet exchange points, and peering arrangements.
International IP Transit
| Provider | ASN | Connection Capacity |
|---|---|---|
| Hurricane Electric | AS6939 | 100 Gbps |
| Cogent Communications | AS174 | 100 Gbps |
Total international IP transit capacity: 200 Gbps.
Additional connectivity is provided through Internet exchange points, including BIX, and other public and private peering arrangements.
Our network uses Border Gateway Protocol (BGP) for:
- Multihomed connectivity and redundancy.
- Upstream transit selection.
- Routing optimization and traffic engineering.
- Network failover.
- Management of inbound and outbound traffic distribution.
- Customer-specific routing arrangements where supported.
Aggregate Network Capacity
Our aggregate network capacity includes international IP transit, Internet exchange connectivity, and peering.
These connections collectively provide access to a wide range of networks and destinations.
However, aggregate capacity should not be interpreted as a single connection or an unconditional throughput guarantee.
For example, two 100 Gbps transit connections provide 200 Gbps of combined transit capacity, but do not necessarily provide 200 Gbps of throughput to one individual destination.
Actual available throughput depends on BGP routing, upstream availability, interconnection capacity, the destination network, and applicable service-level commitments.
2. Bandwidth Service Classes
2.1 Unmetered Volume
Unmetered Volume is our standard shared-bandwidth service, designed for customers requiring substantial data transfer at an economical price.
Features
- Unmetered inbound and outbound traffic.
- No monthly traffic transfer quota.
- No per-GB or per-TB charges.
- No traffic-volume-based fair-use threshold.
- No automatic throttling based solely on transferred data volume.
- Shared upstream bandwidth capacity.
- Equal scheduling priority among Volume customers.
- Standard BGP routing and network redundancy.
- Continuous high-volume utilization permitted.
- Multiple port-speed options.
Bandwidth Allocation
Volume operates on a shared bandwidth pool.
Customers share available network resources with other Volume customers, with equal priority within the Volume service class.
The advertised bandwidth speed represents the configured maximum service rate, not a reservation of the full advertised bandwidth exclusively for that customer.
For example, a customer purchasing 10 Gbps Unmetered Volume may utilize up to 10 Gbps when sufficient network capacity is available.
During congestion, actual throughput may be lower than the configured service rate.
Premium and Premium Ultra traffic receive priority over Volume traffic when competing for constrained network resources.
Sustained Utilization
Continuous bandwidth utilization is permitted.
ServerAstra does not impose a monthly transfer allowance or automatically reduce connection speed because a customer transfers a large amount of data.
High bandwidth consumption alone is not considered a violation of our Acceptable Use Policy.
Volume is suitable for:
- Commercial VPN and proxy services.
- Content distribution.
- Backup and synchronization.
- Large file transfers.
- Software distribution.
- General dedicated server hosting.
- Applications that can tolerate shared upstream bandwidth.
2.2 Unmetered Premium
Unmetered Premium is designed for customers requiring improved bandwidth availability, higher traffic priority, and more predictable sustained network performance.
Premium provides dedicated service capacity allocation within ServerAstra's managed aggregate network infrastructure.
Features
- Unmetered inbound and outbound traffic.
- No monthly traffic transfer quota.
- No per-GB or per-TB charges.
- No traffic-volume-based fair-use threshold.
- Higher traffic priority than Volume.
- Dedicated bandwidth allocation within engineered aggregate capacity.
- Separate capacity management from the shared Volume service pool.
- Greater operational bandwidth headroom.
- Proactive network capacity expansion.
- Support for sustained high-bandwidth workloads.
Bandwidth Allocation
Premium capacity is separately allocated and prioritized over Volume traffic.
Unlike Volume, Premium capacity is not treated as ordinary best-effort shared capacity.
However, Premium bandwidth is engineered using the available aggregate network capacity, including:
- International IP transit.
- Internet exchange connectivity.
- Public and private peering.
The complete purchased bandwidth does not need to be independently reserved on every individual transit provider.
For example, a 10 Gbps Premium service is allocated within the engineered aggregate network capacity rather than requiring a separate 10 Gbps reservation on both Hurricane Electric and Cogent.
This approach allows network resources to be utilized efficiently while maintaining higher priority and greater available headroom for Premium customers.
Actual throughput toward individual destinations remains dependent on routing and external network conditions.
Traffic Priority
Premium traffic receives priority over Volume traffic during congestion.
Premium capacity is managed separately from the shared Volume pool to improve performance predictability.
The Premium service class is intended for:
- Business-critical infrastructure.
- Commercial VPN and secure remote-access services.
- Production dedicated servers.
- High-performance hosting.
- Continuous high-bandwidth applications.
- Media and content distribution.
- Applications requiring improved network performance assurance.
2.3 Unmetered Premium Ultra
Premium Ultra is ServerAstra's highest-assurance bandwidth service.
It is designed for customers requiring dedicated capacity reservations across individual upstream transit providers.
Premium Ultra is available by custom quotation and is not generally listed in our automated ordering catalog.
Features
- Unmetered inbound and outbound traffic.
- Individually reserved bandwidth on each contracted transit provider.
- Dedicated transit capacity engineering.
- Highest contractual traffic priority.
- Custom sustained-throughput commitments.
- Individual bandwidth and network SLAs.
- Custom BGP routing and traffic engineering.
- Individually engineered redundancy and failover.
- Capacity reservation or provisioning as part of order fulfillment.
Dedicated Transit Reservations
Premium Ultra capacity is reserved separately on every contracted transit provider included in the service.
For example, a customer purchasing 10 Gbps Premium Ultra with both Hurricane Electric and Cogent included requires:
| Transit Provider | Reserved Capacity |
|---|---|
| Hurricane Electric | 10 Gbps |
| Cogent Communications | 10 Gbps |
| Total reserved across both | 20 Gbps |
This ensures that the purchased capacity is independently accounted for on each included provider rather than relying on combined aggregate availability.
Reserved bandwidth is not necessarily carried simultaneously through every provider; reservations provide capacity availability and redundancy according to the agreed service design.
Provisioning
Premium Ultra does not rely on a utilization-based network expansion threshold.
Required network capacity is reserved or provisioned when the order is accepted and must be available before service activation.
If sufficient uncommitted upstream capacity is unavailable, ServerAstra arranges additional capacity as part of provisioning.
Deployment time depends on the necessary upstream and physical network arrangements.
Billing
Premium Ultra is individually quoted.
Pricing considers:
- Required bandwidth on each transit provider.
- Capacity reservation and procurement costs.
- Redundancy requirements.
- Traffic characteristics.
- Contract duration.
- Routing requirements.
- Additional upstream connectivity.
- Individual SLA commitments.
Premium Ultra may use 95th-percentile measurements for capacity planning and contractual bandwidth assessment.
Customer charges are determined by the individual service agreement.
3. Network Capacity Planning
ServerAstra uses service-class-specific network expansion thresholds to maintain capacity availability and optimize infrastructure utilization.
Unlike customer traffic limits, these thresholds govern when the network requires additional capacity.
They do not restrict an individual customer's ability to utilize their purchased bandwidth service.
Capacity Expansion Thresholds
| Service Class | Network Expansion Trigger | Capacity Management |
|---|---|---|
| Unmetered Volume | 90% utilization | Shared capacity |
| Unmetered Premium | 40% utilization | Prioritized, separately engineered capacity |
| Unmetered Premium Ultra | Upon order | Full per-transit capacity reservation |
Utilization thresholds are evaluated against the relevant available capacity for each service class.
They are not monthly data limits, customer bandwidth caps, or fair-use thresholds.
3.1 Volume - 90% Expansion Threshold
Volume capacity expansion is triggered when shared Volume utilization reaches 90% of the available capacity allocated to the Volume service class.
Examples:
| Available Volume Capacity | Expansion Threshold |
|---|---|
| 10 Gbps | 9 Gbps |
| 40 Gbps | 36 Gbps |
| 100 Gbps | 90 Gbps |
The purpose of this threshold is to maximize efficient utilization of shared connectivity while maintaining the ability to expand capacity as demand increases.
Volume customers are not individually restricted to 90% of their purchased service rate.
A customer may continuously utilize the full configured service rate when sufficient capacity is available.
The 90% threshold determines when additional shared network capacity must be arranged; it does not trigger customer overage charges or automatic traffic throttling.
3.2 Premium - 40% Expansion Threshold
Premium capacity expansion is triggered when Premium utilization reaches 40% of the available capacity engineered for the Premium service class.
Examples:
| Available Premium Capacity | Expansion Threshold |
|---|---|
| 10 Gbps | 4 Gbps |
| 40 Gbps | 16 Gbps |
| 100 Gbps | 40 Gbps |
This substantially lower expansion threshold provides additional headroom for Premium traffic.
The objective is to maintain greater spare capacity and reduce the likelihood of congestion affecting prioritized services.
Premium customers are not limited to 40% of their purchased bandwidth.
A customer may utilize the full purchased service rate, subject to its contractual terms and available network paths.
The 40% threshold determines when additional Premium network capacity must be arranged.
It is not a customer rate limit, fair-use threshold, or usage billing trigger.
3.3 Premium Ultra - Provisioning Upon Order
Premium Ultra does not use a utilization-percentage expansion threshold.
Instead, the complete contracted bandwidth must be reserved independently on each included transit provider before activation.
For example, an order for 20 Gbps Premium Ultra with two contracted transit providers requires:
- 20 Gbps reserved on the first transit provider.
- 20 Gbps reserved on the second transit provider.
If the necessary capacity does not already exist as available, uncommitted upstream capacity, additional network capacity must be procured or provisioned.
Capacity reservation takes place as part of order fulfillment.
This provides a stronger capacity commitment than the aggregate allocation methods used for Volume and Premium.
3.4 Shared Physical Infrastructure
Volume, Premium, and Premium Ultra services may utilize the same physical network infrastructure while operating under different logical capacity allocations and priority policies.
ServerAstra accounts for:
- Existing Premium Ultra reservations.
- Premium capacity allocations.
- Available shared Volume capacity.
- Physical port and upstream limitations.
- Traffic distribution across transit and exchange networks.
- Actual peak and sustained utilization.
Capacity reserved exclusively for one service cannot simultaneously be treated as uncommitted capacity available for another.
Different upstream paths are monitored independently because congestion on one path cannot always be resolved using spare capacity on another.
4. Network Monitoring and Expansion
ServerAstra continuously monitors traffic utilization across its network.
Monitoring includes:
- International IP transit.
- Internet exchange connectivity.
- Public and private peering.
- Individual upstream links.
- Volume traffic utilization.
- Premium traffic utilization.
- Premium Ultra reservations.
- Aggregate traffic demand.
- Network congestion and performance.
Expansion Strategy
Capacity is expanded according to the applicable service-level threshold.
Volume: Additional shared capacity is arranged when utilization reaches 90%.
Premium: Additional engineered capacity is arranged when utilization reaches 40%.
Premium Ultra: Required capacity is reserved or provisioned as part of the customer order, before service activation.
Network expansion may involve:
- Upgrading physical interface speeds.
- Increasing available upstream capacity.
- Adding additional transit connections.
- Expanding Internet exchange connectivity.
- Establishing new peering relationships.
- Increasing existing peering capacity.
- Adjusting BGP traffic engineering.
- Deploying additional network equipment.
Expansion decisions also account for forecast traffic growth and expected provisioning lead times.
Network upgrades are subject to technical feasibility and upstream delivery schedules.
The published expansion thresholds describe ServerAstra's capacity management approach and do not constitute a guarantee of instantaneous physical network upgrades.
5. Bandwidth Billing Models
ServerAstra offers two bandwidth billing models:
- Flat-Rate Unmetered Bandwidth
- Committed Bandwidth with 95th-Percentile Burstable Billing
The applicable billing arrangement is specified in the customer's service order.
5.1 Flat-Rate Unmetered Bandwidth
Standard Unmetered Volume and Unmetered Premium services use fixed recurring charges.
Under this model:
- Inbound and outbound traffic is unmetered for billing purposes.
- No monthly TB quota applies.
- No per-GB or per-TB usage charges apply.
- No traffic-volume-based fair-use threshold applies.
- No 95th-percentile overage is charged within the purchased service rate.
- No automatic throttling is applied solely because of monthly traffic consumption.
Customers may utilize their purchased service rate continuously, subject to the applicable service class and network conditions.
Unmetered refers to the absence of data-volume-based billing, not an unconditional guarantee of maximum throughput to every Internet destination.
A flat-rate service is not automatically converted to burstable billing because of sustained high usage.
5.2 Burstable Bandwidth
Burstable bandwidth is available through a separately agreed service order.
It is intended for customers requiring a committed bandwidth allowance with access to additional bandwidth during periods of increased demand.
Each burstable service specifies:
- Committed bandwidth.
- Maximum configured burst rate.
- Base recurring charge.
- Overage rate.
- Measurement method.
- Billing conditions.
Usage exceeding the committed allowance may incur overage charges based on the 95th-percentile measurement.
Burstable billing must be explicitly agreed upon and is not automatically applied to flat-rate unmetered services.
6. 95th-Percentile Bandwidth Billing
The 95th-percentile method measures sustained bandwidth demand while excluding the highest 5% of short-term utilization samples.
It is used only for customer services explicitly configured with 95th-percentile billing.
Measurement Method
- Inbound and outbound bandwidth utilization is sampled every five minutes.
- Each sample represents the average bandwidth utilization during the five-minute interval.
- The higher of the inbound or outbound measurements is retained for each interval.
- The retained samples are sorted from highest to lowest.
- The highest 5% are discarded.
- The highest remaining measurement determines the billable 95th-percentile rate.
Inbound and outbound traffic are not added together for billing within the same interval.
Example: 30-Day Month
A 30-day period contains:
- 8,640 five-minute intervals.
- 432 samples representing the highest 5%.
- 8,208 remaining samples.
The highest remaining sample establishes the monthly billable bandwidth value.
Overage Calculation
Excess Mbps = max(0, P95 Mbps - Committed Mbps)
Monthly Overage = Excess Mbps × Overage Rate
The overage is charged in addition to the contracted base recurring service fee.
Standard Burstable Overage Rates
| Service Class | Overage per Excess Mbps / Month |
|---|---|
| Volume Burstable | €0.15 |
| Premium Burstable | €0.25 |
| Premium Ultra | Individually quoted |
These rates apply only where burstable billing has been explicitly selected.
All prices are subject to applicable VAT and the customer's service agreement.
Example - Volume Burstable
A customer purchases:
- 1 Gbps committed bandwidth.
- 5 Gbps maximum burst rate.
- Volume Burstable service.
Their measured monthly 95th-percentile utilization is 1.8 Gbps.
Committed: 1,000 Mbps
Measured P95: 1,800 Mbps
Excess: 800 Mbps
Overage: 800 × €0.15 = €120.00
The €120.00 overage is added to the normal recurring service fee.
Example - Premium Burstable
A customer purchases:
- 5 Gbps committed bandwidth.
- 10 Gbps maximum burst rate.
- Premium Burstable service.
Their measured monthly 95th-percentile utilization is 6.5 Gbps.
Committed: 5,000 Mbps
Measured P95: 6,500 Mbps
Excess: 1,500 Mbps
Overage: 1,500 × €0.25 = €375.00
The €375.00 overage is added to the normal recurring service fee.
Burstable Service Limits
Bursting is available only up to the configured maximum service rate.
A 5 Gbps committed service configured on a 10 Gbps port may burst to 10 Gbps when permitted by the service agreement and available network capacity.
A customer requiring additional sustained capacity may request a higher committed rate or a larger flat-rate bandwidth package.
7. Bandwidth Plan Upgrades
ServerAstra offers different port-speed and bandwidth configurations, including:
- 1 Gbps
- 5 Gbps
- 10 Gbps
- 40 Gbps
- 100 Gbps
Not every speed is available on every server or network interface.
Availability depends on:
- The server's network interface.
- Switch connectivity.
- Physical cabling.
- Available network capacity.
- Service location.
- Selected bandwidth class.
Customers using burstable billing may upgrade to a higher committed bandwidth allowance or switch to a suitable flat-rate plan.
Larger bandwidth packages may provide better value for customers with consistently high sustained utilization.
Upgrades are subject to technical feasibility, provisioning time, and the applicable service agreement.
8. Port Speed, Capacity, and Performance
Bandwidth-related terms describe different aspects of network connectivity.
Port Speed
The configured maximum physical or logical connection rate.
For example, a 10 Gbps port supports a nominal maximum connection rate of 10 Gbps.
Port speed alone does not guarantee 10 Gbps throughput to every external destination.
Unmetered Bandwidth
A billing model in which data transfer volume does not generate additional per-GB or per-TB charges.
Shared Bandwidth
Capacity shared by multiple customers within the same traffic service class.
Prioritized Bandwidth
Capacity allocated to a higher-priority service class, receiving preferential treatment over lower-priority traffic during congestion.
Reserved Bandwidth
Capacity specifically allocated to a customer under the applicable technical and contractual arrangements.
Guaranteed Throughput
A contractual minimum throughput commitment subject to the applicable measurement methods, network paths, technical conditions, and SLA exclusions.
Aggregate Bandwidth
The combined capacity of multiple network connections.
Aggregate bandwidth is not necessarily equivalent to the throughput available over one individual path.
9. Sustained High-Bandwidth Usage
ServerAstra permits continuous high-bandwidth utilization for legitimate applications.
Examples include:
- Commercial VPN services.
- Secure remote access.
- Encrypted tunnels.
- Proxy services.
- Content delivery.
- Software distribution.
- Media delivery.
- Backup infrastructure.
- Large-scale data synchronization.
- Business and enterprise networking.
Continuous utilization of a purchased bandwidth service is not itself considered abuse.
For flat-rate unmetered services, ServerAstra does not impose monthly traffic-volume-based fair-use thresholds.
Technical Considerations
Actual throughput may depend on:
- Available upstream network capacity.
- Routing and destination networks.
- The selected service class.
- Network congestion.
- Server CPU performance.
- Network interface capabilities.
- Packet processing limitations.
- Packet size and packet rate.
- External network conditions.
- Scheduled maintenance.
- Security mitigation and network incidents.
Packet-per-second guarantees are provided only when explicitly included in a service agreement.
10. Traffic Priority and Congestion Management
Traffic handling depends on the selected bandwidth service class.
Volume
Volume traffic shares capacity with other Volume customers at equal priority.
During congestion, actual throughput may decrease according to available capacity.
Premium
Premium traffic receives priority over Volume traffic.
Its capacity is separately engineered and expanded at the lower 40% utilization threshold to provide greater available network headroom.
Premium Ultra
Premium Ultra uses individually reserved capacity on each included transit provider.
It receives the traffic treatment, capacity reservations, and service guarantees specified in the individual contract.
Security Measures
ServerAstra may implement proportionate network protection measures when required to mitigate:
- Distributed denial-of-service attacks.
- Confirmed network abuse.
- Malicious traffic.
- Threats to infrastructure stability.
- Activities violating the Acceptable Use Policy.
Such measures are separate from ordinary bandwidth-volume restrictions.

Flat-Rate Services
Flat-rate unmetered customers pay the recurring price specified in their service order.
No additional traffic-volume-based charges apply within the purchased service rate.
Burstable Services
Burstable customers pay the contracted recurring fee plus any applicable 95th-percentile overage charges.
The overage rate, committed bandwidth, and maximum burst rate must be specified in the service order.
Premium Ultra
Premium Ultra services are governed by individually negotiated agreements covering capacity reservations, availability, billing, and service-level commitments.
Service Availability
Bandwidth configurations, capacity reservations, and performance commitments may vary by datacenter location, physical infrastructure, and available upstream connectivity.
ServerAstra reserves the right to adjust network engineering and routing arrangements while maintaining the contracted characteristics of the purchased service.
